Engineering Scope

Milestone Inspections (Florida SB 4-D)

Florida’s milestone inspection law (SB 4-D, FS 553.899) runs alongside the county recertification program for condominium and multi-family buildings. We handle both as a single engagement so you’re not juggling two consultants:

  • Phase 1 (Visual): Visual structural inspection at the milestone deadline — 30 years, or 25 years within 3 miles of the coast.
  • Phase 2 (Detailed): Triggered when Phase 1 identifies substantial structural deterioration — detailed evaluation, testing as needed, and documented findings.
  • Restoration Engineering: Construction documents, specifications, permitting, and bid/construction support for the repairs the inspection identifies.

Milestone inspections pair naturally with Structural Integrity Reserve Studies on the same building — different statutes, same structure.

Step 3: Report Preparation We prepare county-compliant recertification reports with findings, photos, and repair recommendations categorized by urgency.

Step 4: Submittal We deliver signed & sealed reports and submit to the county recertification unit. One round of county comments is included.

Compliance Notes (Florida)

  • Miami-Dade Code Section 8-11(f): Buildings must recertify at 30 years, then every 10 years (updated from 40-year threshold)
  • Florida Statute (Milestone Inspections): Phase 1 visual inspection at 30 years (25 years within 3 miles of coast); Phase 2 if needed
  • Thermography: Required for electrical systems 400A+ in Miami-Dade per county ordinance
  • Reports: Must be prepared and sealed by a Florida-licensed PE or Architect qualified by training and experience
